it’s pretty watery. But has that rubber applicator that works well for “beginners” with liquid liner. There is however an exceptionally strong smell to ELF Liquid liners that resembles a Jiffy/Sharpie Marker. It dries fast and hard and is nearly budge-proof (I can barely get it off)
